October 31, 2011 has been declared by Malacañang as a special non-working holiday nationwide according to Presidential Proclamation No. 265.
Executive secretary Paquito Ochoa Jr. said on Monday, the purpose for the declaration was to “to give full opportunity to our people to properly observe the day with all its religious fervor which invariably requires them to travel to and from different regions of the country.”
